National Care Professionals Institute
Complete RCFE Application Package
Everything you need to open your facility, in one package.
Opening a Residential Care Facility for the Elderly takes roughly 200 to 300 pages of documentation and strict Title 22 compliance. NCPI prepares and organizes the vast majority of it. Here is exactly what your part looks like.
Always included, at no extra cost
All of it is prepared for you from your questionnaire, and none of it is sold back to you later as a bundle or an upgrade. The 80-hour administrator certification course is not part of this price, you can add it in the same cart. CDSS fees are paid to the state.

You enroll and immediately receive access to the NCPI Application Portal.
Facility details, ownership structure, business information, all answered in the portal. Your answers are what we build the packet from.
Three forms have to come from you, because no one else can provide them:
We prepare every other form in the application.
Administrator certificate, CPR / First Aid, driver's licenses, property deed or lease, and CDSS orientation certificate.
Our team reviews everything, corrects formatting, and assembles roughly 200 to 300 pages. Within about 10 business days the completed packet arrives in your mailbox.
Your packet arrives ready to sign, with tabs marking every signature line.

Complete Application: Parts A & B
Choose your facility size, add anything else you need, then check out.
Register using your full legal name, that is the name that appears on your application documents.
Questions before you enroll? Call 1 (619) 322-9578.
Part B only
California splits the application in two. Part A is the LIC forms. Part B is your Plan of Operation, the written description of how your facility will actually run, and it is the part CDSS reads closest. If you are comfortable with the forms but want the written program done properly, buy Part B on its own.
Part A forms are not included in this option. The Complete Application above covers Part A and Part B together, both waivers, and the admissions agreement, assembled and mailed to you.
Your complete startup package
Other companies sell a startup bundle, with each document listed and priced as its own line item. Our version is the application itself. Everything below is what it takes to open a California RCFE correctly, and all of it is prepared for you at one price. There is nothing to add on later.
| Document | With NCPI |
|---|---|
| Plan of OperationPart B of the application. The written description of how your facility runs. | IncludedPart B |
| Dementia care plan and waiverRequired before you may admit residents with dementia. | IncludedNo extra charge |
| Hospice waiver and total care addendumRequired before a resident may remain on hospice in your facility. | IncludedNo extra charge |
| Infection control plan, LIC 9282A required part of your plan of operation. | IncludedStandard |
| Admissions agreementEvery resident you admit signs one. | IncludedTitle 22 compliant |
| Pre-admission fee agreementPrepared only if you intend to charge one. | IncludedOptional |
| Your own copies of everythingSo you can update it, reprint it, and hand it to an inspector. | IncludedOn a flash drive |
Your price
Priced by bed capacity. $999.99 for returning NCPI students.
One fee covers the whole application, Part A and Part B, the waivers, the agreements, and as many consultation calls as you need.
Start My ApplicationThe application covers your facility license. The administrator certificate is a separate credential, and every licensed RCFE needs someone who holds one, either you or an administrator you hire. If it is you, tick Add the 80-hour Administrator Certification course in the enroll box above and it goes in the same cart, $499.99 with $200 off the pair, or read the course details first. You will still need to pass the state exam.
Your CDSS application and licensing fees are paid directly to the state, not to us.
When you compare packages, the useful question is simply which of these sit inside the price and which get added to it.
What this usually costs
Complete RCFE application preparation commonly runs $3,000 or more, often with the waivers and the admissions agreement billed separately on top.
Commonly charged
$3,000+
Waivers, admissions agreement, and consultation calls frequently priced as add-ons.
NCPI
$1,199.99
One price. $999.99 for returning NCPI students. Waivers and admissions agreement included, and consultations are free.
We regularly rebuild applications that were prepared incorrectly elsewhere, and a rejected packet costs far more than the difference in fee. Doing it once, correctly, is the cheaper path.
Choosing an Application Service
These are the questions worth asking any California RCFE application provider, including us. Here are our answers.
| Question to ask | Why it matters | NCPI |
|---|---|---|
| Is Part A included? If so, which forms? | Part A is all of the forms. Some vendors do not include Part A. | We complete every one we can with input from you. The LIC 503 is a health screening done at your doctor, the LIC 215 is your work history, and the LIC 999 is a facility sketch. We do everything else. |
| Is Part B included? | Part B is your policies and procedures. This is how you are going to run your facility, and it is the bulk of the application. | Yes, all of Part B |
| Do I get a copy of the policies and procedures? | A lot of companies refuse to hand over their work, so you have nothing to update, reprint, or show at inspection. | Yes, we send you a flash drive with all documents on it |
| Does it include an admissions agreement? | Every resident you admit needs one, and it is often sold separately or left for you to source. | Yes, included and free |
| Do you include consultation calls? | Questions come up throughout the process, and per-call fees add up fast. | Yes, free, as many as you need |
| How do you collect my information? | You are handing over personal and financial documents. Loose email attachments are not the place for that. | Through a secure portal |
| What is your response time? | Slow replies stall the whole application. | Same business day |
| What is your turnaround time once my forms are filled out? | A vague timeline means no real accountability. | 10 business days maximum |
| What does the final package look like? | A stack of loose PDFs leaves you guessing what to sign and where to send it. | A mailed hard copy, tabbed, with instructions showing exactly where to sign, how much you will need for the money order, and where to mail your package |
| What if my application comes back? | Some vendors charge again to handle corrections. | We work with you and get everything resubmitted within the CDSS timeline, at no extra cost |

I originally chose this 40-hour RCFE administrator CEU renewal option out of all the available choices because of its great reviews, convenience, and excellent price point. The self-paced courses were incredibly easy to navigate, making the independent study portion completely stress-free. As for the live portion, let’s be honest—nobody is looking forward to spending 20 hours on Zoom, but Carlos truly made the best out of a "must-do" mandatory experience. Carlos was approachable, knowledgeable, and just enough "geeky" with a great sense of humor to make this class the best it could possibly be. He was completely open to all of our inquiries, showing a true interest in our points of view and our frequent questions. Even with the class asking so many questions, Carlos’s time management was absolutely on point. He never missed a beat and stayed perfectly on schedule. He proved to be extremely knowledgeable on all areas of the subject matter, as well as the real-world navigation of RCFE regulations. I highly recommend this course to anyone needing their renewal! I am actually looking forward to my renewal in two years 🤣Posted on Google![]()
