Can You Convert a Garage Into a Bedroom for More RCFE Residents?

This is a question that comes up frequently, especially from RCFE owners who are looking for ways to increase capacity without buying a new property. Many people look at an attached or detached garage and assume it can be easily converted into an extra bedroom. The short answer is yes, it can be done, but only if it is done correctly. And in many cases, that is where people run into trouble.

A garage conversion for RCFE use is not a cosmetic project. Painting the walls, adding a couple of lights, or placing a bed in the space is not sufficient. If you want to use a garage to house residents, the space must be fully converted into a code-compliant habitable room, just like any other bedroom in the facility.

The first step is obtaining the proper approvals from the city. A building permit or construction permit is required, and the conversion must meet all applicable building codes. This typically includes proper ceiling height, insulation, electrical systems, lighting, ventilation, flooring, and, in many cases, heating and cooling. The goal is to turn the garage into a legitimate living space, not just a modified storage area.

Equally important is fire clearance. The local Fire Marshal, working in conjunction with the city, will evaluate whether the converted space can be safely used to house residents. This review looks at things like exit access, door widths, fire-rated construction, smoke and carbon monoxide detection, and how the room fits into the overall evacuation plan for the facility.

Whether the space is approved often depends on the specific characteristics of the property and the capacity being licensed for. A conversion that may be acceptable for a private residence may not meet the standards required for an RCFE. This is why approval cannot be assumed.

Title 22 does not specifically address how to convert a garage into a bedroom.
