Is There a Minimum Room Size or a Maximum Number of Residents per Room in an RCFE?
One of the most common questions I hear from people opening an RCFE is whether the regulations require a specific bedroom size. Many administrators believe there is a minimum square footage requirement written somewhere in the regulations, and that if a room does not meet that number, it cannot be used. That belief causes a lot of unnecessary worry.
The truth is that Title 22 does not set a specific square footage requirement for RCFE bedrooms.
There is no fixed number of square feet that a room must have in order to be approved. Instead, the regulation focuses on function and livability, not measurements on a tape measure.
What Title 22 does clearly establish, however, is the maximum number of residents allowed per bedroom. An RCFE bedroom may house no more than two residents. That limit applies regardless of how large the room is.
Rather than relying on square footage, Title 22 requires that bedrooms provide sufficient space for residents to move freely, safely, and comfortably. This includes having adequate room for beds, furniture, personal belongings, and mobility aids such as walkers or wheelchairs, without creating hazards or restricting movement.
In practice, this means inspectors look at how the room actually functions. Can residents get in and out of bed safely? Can they move around the room without obstruction? Is there enough space to live with dignity, not just sleep? These are the questions that matter during inspections.
