Complete RCFE Application Package
Opening a Residential Care Facility for the Elderly takes nearly 200 pages of documentation and strict Title 22 compliance. NCPI prepares and organizes the vast majority of it. Here is exactly what your part looks like.
Always included, at no extra cost
All three are prepared for you whenever you indicate them on your questionnaire. Many competitors bill each of these separately.

You enroll and immediately receive access to the NCPI Application Portal.
Facility details, ownership structure, business information, all answered in the portal. Your answers are what we build the packet from.
Three forms have to come from you, because no one else can provide them:
We prepare every other form in the application.
Administrator certificate, CPR / First Aid, driver's licenses, property deed or lease, and CDSS orientation certificate.
Our team reviews everything, corrects formatting, and assembles roughly 200 pages. Within about 10 business days the completed packet arrives in your mailbox.
Your packet arrives ready to sign, with tabs marking every signature line.

Complete Application: Parts A & B
Choose your facility size, add anything else you need, then check out.
Register using your full legal name, that is the name that appears on your application documents.

Part B only
California splits the application in two. Part A is the LIC forms. Part B is your Plan of Operation, the written description of how your facility will actually run, and it is the part CDSS reads closest. If you are comfortable with the forms but want the written program done properly, buy Part B on its own.
Part A forms are not included in this option. The Complete Application above covers Part A and Part B together, both waivers, and the admissions agreement, assembled and mailed to you.
What this usually costs
Complete RCFE application preparation commonly runs $3,000 or more, often with the waivers and the admissions agreement billed separately on top.
Commonly charged
$3,000+
Waivers, admissions agreement, and consultation calls frequently priced as add-ons.
NCPI
$1,199.99
One price. $999.99 for returning NCPI students. Waivers and admissions agreement included, and consultations are free.
We regularly rebuild applications that were prepared incorrectly elsewhere, and a rejected packet costs far more than the difference in fee. Doing it once, correctly, is the cheaper path.
Choosing an Application Service
These are the questions worth asking any California RCFE application provider, including us. Here are our answers.
| Question to ask | Why it matters | NCPI |
|---|---|---|
| Is Part A included? If so, which forms? | Part A is all of the forms. Some vendors do not include Part A. | We complete every one we can with input from you. The LIC 503 is a health screening done at your doctor, the LIC 215 is your work history, and the LIC 999 is a facility sketch. We do everything else. |
| Is Part B included? | Part B is your policies and procedures. This is how you are going to run your facility, and it is the bulk of the application. | Yes, all of Part B |
| Do I get a copy of the policies and procedures? | A lot of companies refuse to hand over their work, so you have nothing to update, reprint, or show at inspection. | Yes, we send you a flash drive with all documents on it |
| Does it include an admissions agreement? | Every resident you admit needs one, and it is often sold separately or left for you to source. | Yes, included and free |
| Is the hospice waiver included? | A lot of companies charge extra for it. | Included, no extra charge |
| Is the dementia waiver included? | Also commonly billed as an add-on. | Included, no extra charge |
| Do you include consultation calls? | Questions come up throughout the process, and per-call fees add up fast. | Yes, free, as many as you need |
| How do you collect my information? | You are handing over personal and financial documents. Loose email attachments are not the place for that. | Through a secure portal |
| What is your response time? | Slow replies stall the whole application. | Same business day |
| What is your turnaround time once my forms are filled out? | A vague timeline means no real accountability. | 10 business days maximum |
| What does the final package look like? | A stack of loose PDFs leaves you guessing what to sign and where to send it. | A mailed hard copy, tabbed, with instructions showing exactly where to sign, how much you will need for the money order, and where to mail your package |
| What if my application comes back? | Some vendors charge again to handle corrections. | We work with you and get everything resubmitted within the CDSS timeline, at no extra cost |
